Westlake Village ADU Permits and Approvals

Depending on the parcel, a Westlake Village ADU permit can involve the City, Los Angeles County, the City of Thousand Oaks or Ventura County, and the parcel decides which. We figure that out, prepare the submittal and see it through to permit issuance.

Who Issues ADU Permits for Westlake Village Addresses

The Westlake master-planned community was split by the county line from the start. The Los Angeles County portion incorporated as the City of Westlake Village in 1981. The Ventura County portion was annexed into the City of Thousand Oaks in 1968 and 1972. Some surrounding land, including Lake Sherwood and Hidden Valley, is unincorporated Ventura County. All of these places can share a Westlake Village mailing address.

So the first permit step is a parcel lookup. Homes in First Neighborhood, Three Springs and Lakeshore are generally in the City of Westlake Village, though some homes marketed as Three Springs are in Thousand Oaks. North Ranch and Southshore Hills addresses fall under Thousand Oaks. Westlake Island parcels split between the two cities. We confirm the jurisdiction from the assessor and agency records before design begins.

City of Westlake Village ADU Zoning Clearance

Inside City limits, the City reviews ADUs administratively. Planning staff check the project against the ADU standards in Municipal Code section 9.14.070 and, if it complies, issue a Zoning Clearance. There is no public hearing. The City's ADU page explains the process and links to related resources, including Los Angeles County's pre-approved plans.

One point worth knowing: in February 2026 the state housing department sent the City a technical-assistance letter noting that the most recent ADU ordinance on file with the state was from 2022 and may be outdated under current state law. Where a local provision conflicts with state law, the state standard applies. We check the current standards with City staff and design to the rule that governs, rather than to an older handout.

LA County Building Permits for Westlake Village ADUs

A Zoning Clearance is not a building permit. The City contracts with Los Angeles County for building and safety services, so after planning sign-off the construction drawings go to LA County Building and Safety. Plan check has run through the County's EPIC-LA online system since April 2024, and the County's local office is at 27001 Agoura Road in Calabasas.

County plan check covers structural, energy, plumbing, electrical, mechanical and fire-related review. Comments come back in rounds, and we respond to each one with revised drawings or calculations. Once the plans are approved and fees are paid, the permit issues and inspections are scheduled with the County's inspectors through construction.

  • Step one: City Zoning Clearance from planning staff
  • Step two: LA County plan check through EPIC-LA
  • Corrections answered and resubmitted until approval
  • Permit issued, then County inspections through final

ADU Permits in Thousand Oaks and Unincorporated Ventura County

For Westlake Village addresses on the Ventura County side, the City of Thousand Oaks handles both planning review and building permits through its own Community Development Department. Its ADU standards, submittal requirements and fee schedule differ from the City of Westlake Village. Oak tree protection is a major part of Thousand Oaks review, and many North Ranch and Southshore Hills lots have protected oaks.

Lake Sherwood and Hidden Valley are unincorporated, so Ventura County's planning and building divisions review ADUs there. Rural parcels may also need review of wells and septic systems by the County's environmental health staff, and fire access and water supply review by the Ventura County Fire Protection District.

State Deadlines That Apply to Every Westlake ADU Permit

Whichever agency reviews your project, state law sets the timeline. ADUs and junior ADUs must be reviewed ministerially. As of January 1, 2026, a reviewing agency gets 15 business days to rule on completeness, in writing, naming anything missing. When a home already exists on the lot, a complete application must be approved or denied within 60 days, and any denial has to spell out what is wrong and what would cure it. An appeal route is also mandatory, and the agency owes a written ruling on an appeal within 60 business days.

These deadlines cover the agency's review, not the time it takes to prepare plans or respond to corrections. A thorough first submittal is still the best way to shorten the overall process.

FAQs

Westlake Village ADU Permit FAQ

What is the timeline for a Westlake Village ADU permit?

The completeness ruling is due within 15 business days, and a decision on a complete file within 60 days if the lot already has a house. Inside City limits, that applies to the City's Zoning Clearance and to the County's plan check, and correction rounds add time. Total time depends heavily on the quality of the first submittal.

Where do I submit ADU plans for a City of Westlake Village home?

Planning review goes to the City of Westlake Village for a Zoning Clearance. The building permit application then goes to Los Angeles County Building and Safety through EPIC-LA. We handle both submittals.

Are there pre-approved ADU plans for Westlake Village?

Yes, for parcels the County permits. Los Angeles County Building and Safety keeps already-approved drawings for two project types: a garage turned into an ADU, and a JADU created from rooms inside the house. City of Westlake Village homes can use them, and the City points to them from its ADU page.

Does an ADU need a public hearing in Westlake Village?

No. State law requires ministerial review for ADUs and junior ADUs, without discretionary review or a hearing. Neighbors are not given a vote, though HOA architectural review may still apply separately.

What fees apply to an ADU permit?

Plan check and permit fees apply under each agency's schedule. Impact fees cannot be charged on ADUs of 750 square feet or less, or on junior ADUs up to 500 square feet. School and utility connection charges may also apply.
