Hillside ADUs, Thousand Oaks side
ADU Builder in Southshore Hills, Westlake Village
Southshore Hills climbs the slopes south of Westlake Lake. The mail says Westlake Village, the permits come from Thousand Oaks, and the terrain decides more about your ADU than either one.
Southshore Hills ADUs Fall Under Thousand Oaks Rules
Southshore Hills homes carry Westlake Village mailing addresses, but the streets we have checked, such as Hillsbury Road and Channelford Road, are in the City of Thousand Oaks in Ventura County. That puts ADU review with the Thousand Oaks Community Development Department, not the City of Westlake Village or Los Angeles County.
The practical difference is real. Los Angeles County's pre-approved conversion plans, which help owners inside Westlake Village city limits, do not apply here. Thousand Oaks has its own ADU ordinance, its own submittal checklist and its own fees. It is also known for strict oak tree protection, which comes into play on any lot with native oaks near the work area. We confirm the jurisdiction for your specific parcel before design, because a few blocks can make a difference along this part of the county line.

Building an ADU on a Southshore Hills Slope
Most Southshore Hills homes sit on a graded pad cut into the hillside, with slopes dropping away behind or beside them. The pad is usually just big enough for the house, driveway and a small yard. A detached ADU off the pad means building on the slope, which calls for a soils investigation, an engineered foundation such as drilled piers or a stepped footing, and often a retaining wall.
Drainage gets equal attention. A new roof and patio send water downhill, and that water has to be collected and released without saturating the slope or sending runoff toward a neighbor below. Access is another factor: getting a concrete pump, drilling rig or materials down a steep side yard can slow the work. We look at all of this on the first site visit so the cost of building on the slope is clear before you choose a unit type.
- Geotechnical report for foundations on or near slopes
- Pier, caisson or stepped foundations where needed
- Retaining walls and engineered drainage
- Equipment access down steep side yards
Fire Hazard Construction for Southshore Hills ADUs
Hillside neighborhoods that back onto open space are where fire hazard mapping most often applies. If your parcel is in a mapped fire hazard severity zone, the ADU must meet the building code's wildland-urban interface rules, and the Ventura County Fire Protection District reviews fire-related items for Thousand Oaks projects. The 2018 Woolsey Fire was a reminder of why these rules exist in the hills around Westlake.
Expect the plans to call for Class A roofing, vents that resist ember entry, siding and decking that will not readily ignite, enclosed eaves and tempered glass in certain windows. Defensible space around the unit has to be maintained too. We specify these materials during design so they are priced in from the start.

Choosing the Right ADU Type for a Hillside Lot
On most Southshore Hills lots, the best ADU stays on the existing pad. A garage conversion uses a structure that already sits on stable ground. An attached addition beside the house extends the pad only slightly. A second-story unit over the garage builds up instead of out and may pick up a view toward the lake, subject to Thousand Oaks height standards and HOA review.
Detached units are not off the table, but they make most sense where there is a secondary flat area, such as a lower terrace or a wide side yard. A junior ADU inside the house is the least site-sensitive option of all, since the slope does not matter for interior work.
Southshore Hills ADU Types by Lot Condition
Above-Garage ADU on a Hillside Pad
Building over the garage keeps the ADU on the existing graded pad and avoids slope work, while upper-floor windows may catch views across the valley.
Southshore Hills Garage Conversion
A conversion reuses the garage's foundation and roof on stable ground. On a hillside lot, that removes most of the engineering a new structure would need.
Attached ADU Beside the House
An addition extends the existing pad only slightly, keeping foundation work manageable and utility connections short compared with a detached unit down the slope.
Detached ADU on a Lower Terrace
Where a lot has a second flat area, a detached unit with an engineered foundation can work, giving tenants or family members real separation from the main house.

FAQs
Southshore Hills ADU Questions
Why does my Westlake Village address follow Thousand Oaks ADU rules?
The original Westlake community was split by the county line. The Ventura County portion, including Southshore Hills, was annexed into the City of Thousand Oaks decades ago, while only the Los Angeles County portion became the City of Westlake Village.
Do I need a soils report for a Southshore Hills ADU?
For a new structure on or near a slope, usually yes. A conversion inside an existing building often does not. The structural engineer and Thousand Oaks plan check decide, and we find out early.
Can an ADU block my neighbor's view in Southshore Hills?
State ADU review does not include a view hearing, but HOA rules and local height standards still apply. We design height and window placement with neighbors and the association in mind.
Will an ADU on a hillside cost more?
Usually, if it sits on the slope. Foundations, retaining walls and drainage add cost. Units that stay on the existing pad, such as conversions and above-garage ADUs, avoid most of it.
