Island parcels, two cities
ADU Builder on Westlake Island, Westlake Village
Westlake Island is a gated enclave in the middle of the lake, reached by La Venta Drive. The city line runs through the water, so the first job on any island ADU is finding out which city's rules apply.
Two Cities, One Island: ADU Jurisdiction on Westlake Island
Westlake Lake straddles the Los Angeles and Ventura county line, and the boundary between the City of Westlake Village and the City of Thousand Oaks crosses the water. Addresses along La Venta Drive geocode to both cities. Two neighbors on the same street can have different ADU ordinances, different planning staff and different building departments.
That matters right away. If the parcel is in the City of Westlake Village, the ADU needs a City Zoning Clearance and then a Los Angeles County building permit. If it is in Thousand Oaks, the City of Thousand Oaks handles planning and building review under its own ordinance. We confirm the jurisdiction from the assessor's parcel data and the official boundary, not from a map app, before anything else happens.
- Assessor parcel record checked for the governing city
- City boundary verified against official maps
- Correct ordinance and submittal format chosen
- HOA and gate rules requested at the same time

Gate Access and Construction Logistics on the Island
Every truck, crew member and inspector reaches the island through one gated road. That shapes how a Westlake Island ADU gets built. The association sets contractor hours, may require advance notice and vehicle lists, and may limit where materials can be staged on the street. Concrete trucks, lumber deliveries and any crane need to be scheduled through the gate.
We collect the association's construction rules during design, not after the permit issues. That lets us plan the sequence so the busiest delivery days are few and predictable. A prefab unit set by crane, for example, needs a clear path from La Venta Drive to the lot and a confirmed date with the association. Garage conversions and junior ADUs, which mostly need interior trades, are the lightest lift for the gate.
Fitting an ADU on a Westlake Island Lot
Island homes sit close to the water, and outdoor space tends to be oriented toward the lake. As in Lakeshore across the water, a detached unit in the rear yard often competes with the reason the home was bought. Converting a garage or building a junior ADU inside the house keeps the view and the yard intact.
Where an addition makes sense, an attached ADU on the street side or above the garage can add a full one-bedroom unit. Height and rooflines matter more on the island, where homes look across at one another, and the association's architectural committee will want elevations that match the existing house closely. State law prevents an HOA from banning ADUs or imposing unreasonable restrictions, but reasonable design standards still apply.

Westlake Island ADU Permits Under Either City
On a City of Westlake Village parcel, planning staff review the project under Municipal Code section 9.14.070 and issue a Zoning Clearance. The construction drawings then go through Los Angeles County plan check in EPIC-LA. County standard plans for garage conversions and junior ADUs are available on these parcels when the space fits.
On a Thousand Oaks parcel, the City of Thousand Oaks reviews the ADU and issues the building permit. Its standards, fees and forms differ, and the County pre-approved plans do not apply. Under both cities, state law keeps review ministerial and puts the agency on the same clock: 15 business days to rule on completeness, then 60 days to act once the file is complete and a house already stands on the parcel.
Island-Friendly ADU Types on Westlake Island
Westlake Island Junior ADU With Minimal Gate Traffic
A JADU built inside the house needs mostly interior trades and few heavy deliveries, which keeps gate coordination simple and disruption to neighbors low.
Garage Conversion ADU on the Island
Converting the garage adds a full unit on the street side of the home, keeping the lake-facing yard as it is. On Westlake Village parcels, a County standard plan may apply.
Attached ADU Matched to the House
An addition designed with the same roof, stucco and trim as the main home is the easiest kind of new structure to take through island architectural review.
Above-Garage Unit Where Height Allows
On some lots, a second-story unit over the garage can add a one-bedroom ADU without touching the yard, subject to height limits and the association's view concerns.

FAQs
Westlake Island ADU Questions
Is my Westlake Island home in Thousand Oaks or Westlake Village?
It depends on the parcel. The city boundary crosses the lake, and La Venta Drive addresses fall in both cities. We confirm the governing city from parcel records before design.
Can the island HOA block my ADU?
State law does not let an HOA prohibit ADUs or impose unreasonable restrictions. The association can apply reasonable architectural standards and construction rules, including gate access and work hours.
Can a prefab ADU be delivered to Westlake Island?
Possibly, but every delivery passes through the gate on La Venta Drive. A crane set needs a clear path, street space and association approval. We check feasibility before you choose a prefab unit.
Do LA County pre-approved ADU plans work on the island?
Only for parcels inside the City of Westlake Village, which uses Los Angeles County for building permits. Thousand Oaks parcels follow that city's own requirements.
