Westlake Village Junior ADU Conversions
Part of the house you already own can become a small private unit, called a junior ADU. In Westlake, that is often a spare bedroom suite, a bonus room or part of an attached garage.
What Counts as a Junior ADU in Westlake Village
A junior accessory dwelling unit, or JADU, is a unit of up to 500 square feet of interior living space created inside a single-family home. The unit must have an outside door of its own and, at minimum, an efficiency kitchen. A private bathroom is optional, since sharing the main house's bath is allowed. Garage bays can qualify too, provided the garage is attached, because the law counts it as space inside the home.
Many Westlake houses have exactly the kind of space that works: a ground-floor bedroom suite close to a side entry, a family room off the garage, or a guest suite added in an earlier remodel. Turning that space into a JADU often takes less construction than any other ADU type.

Pre-Approved JADU Plans for City of Westlake Village Homes
Los Angeles County Building and Safety publishes pre-approved standard plans for converting existing living space into a junior ADU, and the City of Westlake Village links to them on its ADU page. Since the County handles building permits for the City, a junior unit in a Lakeshore or First Neighborhood house can often start from that plan when the space fits.
The City's Zoning Clearance still comes first. After that, the County reviews the site plan and how the standard plan applies to your particular rooms. We measure the space, check where the new exterior door can go and confirm whether the existing bathroom will be private or shared. Those details decide whether the standard plan works as drawn or needs adjustment.
JADU Size, Occupancy and Rental Rules in Westlake Village
Interior livable space is what the 500 square foot limit measures, and there is no flexibility on it. The owner only has to live on site when the junior unit relies on a bathroom in the main house. Give it a private full bath and that obligation disappears.
Vacation-style stays are off the table for JADUs: leases must exceed 30 days. Many Westlake HOAs have leasing rules of their own, and those apply alongside state law.
Building a JADU does not rule out a backyard unit later. On a single-family lot, one junior unit and one new detached unit of up to 800 square feet are both allowed by right, which gives owners on wider lots room to plan in stages.
- Up to 500 square feet of interior living space
- Separate exterior entrance required
- Efficiency kitchen with cooking appliance, counter and storage
- Owner occupancy only if the bathroom is shared
- Rentals longer than 30 days only

Building a JADU Inside a Westlake Home
Most of the work is interior. We frame or reframe walls to separate the unit, add a fire-rated door or wall assembly where needed, cut in an exterior door, and install the efficiency kitchen. If a bathroom is added, the drain lines may need to be cut into the slab and tied into the house sewer. The electrical panel usually needs a few new circuits for cooking and heating.
Because the work happens inside, we plan around your household. Dust walls, protected floors and a clear path from the side door keep the rest of the house usable during construction. We also sequence the noisy and dusty tasks, such as cutting the slab for drains or opening an exterior wall for the new door, into a short window so you know which days to plan around.
What a Junior ADU Offers Westlake Village Homeowners
Smallest Construction Footprint of Any ADU
No new foundation, roof or exterior walls beyond a door. The unit is carved from rooms you already have, which keeps the budget and the disruption lower than any other ADU type on a Westlake lot.
No Impact Fees on a Junior ADU
State law waives impact fees on a JADU of 500 square feet or less. Permit and plan check fees still apply, but the fee load is lighter than for a new detached unit.
A JADU Keeps Family Members Close
A JADU keeps a parent, adult child or caregiver inside the same house, with a private door and kitchen. It works well for families who want independence and proximity at once.
Pairs With a Future Backyard ADU
Building a junior unit now does not use up your options. A detached ADU can be added later on the same single-family lot, so the JADU can be the first phase of a longer plan.

FAQs
Westlake Village JADU FAQ
Is owner occupancy required for a Westlake Village JADU?
Just in one case: when the junior unit's occupant uses a bathroom in the main house. A JADU with a private bathroom carries no residency requirement. Check your HOA's leasing rules as well.
Can a JADU be rented on a short-term rental site?
No. Stays have to be longer than 30 days, which rules out nightly or weekly bookings.
Does a JADU need its own utility meters?
No. A junior unit typically shares the main house's electric, gas and water service. A separate meter is not required and usually adds cost without much benefit for a unit this size.
Can I convert part of my garage into a JADU instead of a full ADU?
Yes, as long as the garage is attached, since the law treats it as part of the house. Up to 500 square feet of it can be converted into a junior unit. A larger conversion, or a detached garage, would be permitted as a regular ADU.
